The impact on harm reduction.
Everyone is different, and each individual’s level of nicotine intake is just as different. The current limits allow for a range of strengths tailored to adult smokers needs. Reducing these by 70% will have the unintended consequence of forcing many former smokers back to cigarettes as their reduced risk tool is no longer available.
There is now “moderate-certainty evidence” that vapour products with nicotine increase the chances of quitting successfully compared to other methods. Limiting the amount of nicotine in vaping products will reduce the effectiveness of vaping as a harm reduction program and in turn help less Canadians.
